ADBASTON PARISH COUNCIL

A MEETING OF THE PARISH COUNCIL WAS HELD ON MONDAY 13TH OCTOBER 2014 AT 7.30PM IN THEJUBILEE ROOM, ADBASTON.

PRESENT: Cllr(s) P.Nicholson., B.Brown., P.Byrd., P.Drewicki., A.Ward.

ITEM 1 CHAIRMAN'S WELCOME: The chairman welcomed all those present

and opened the meeting.

ITEM 2 APOLOGIES: Apologies received from Cllr N Evans and Cllr J Mansell.

ITEM 3 MINUTES OF THE AUGUST 11TH MEETING. Accepted as a true record and

signed by the chairman.

ITEM 4 MATTERS ARISING: No matters arising from that meeting.

ITEM 5 ON GOING ITEMS.

A HIGHWAYS MATTERS:-

SPEED LIMIT (BISHOPS OFFLEY, ADBASTON) The chairman reported

That it might be necessary to make a fresh start on this. The need to

provide a petition was suggested and to this end council members were

asked to approach residents in their individual areas to ascertain what

support there would be to this initiative. Approaching 'bus firms which

used routes in the area to see if they would support a 30mph limit was also suggested. On going.

FLASHBROOK ISSUES. Flooding. The chairman had been in touch with the

Highways Department, this issue has been given a job number but is of low

priority. On going.

NEIGHBOURHOOD HIGHWAYS TEAM. Gulley cleaning had been listed for

action but does not come under the teams remit. The next visit will be

on the 21st and 22nd October. Two potholes in the Doley area in need of

attention. On going.

B DEFIBRILLATOR. A site has been found, a property – The Shop – opposite

Bishops Offley Garage has been offered by the owner. Some work will need

to be done to steps on the site to address safety issues. An application

for grant aid to the British Heart Foundation had been refused due to

an issue regarding locking of the cabinet. The Eccleshall First Responders to

be approached for advice on this matter. The chairman reported that a

successful outcome in Bishops Offley would not preclude the provision of

a defibrillator in Adbaston. On going.

C PARISH PLAN. The question of producing a new questionnaire to be discussed

at the next meeting. On going.

D NEIGHBOURHOOD WATCH. The neighbourhood watch co-ordinator had

attended a recent forum. It was agreed that she be asked to attend the next

meeting in December. The usefulness of the OWL system was stressed.

E OFFLEY MARSH PROJECT. Cllr A Ward spoke on this. Material will be

collected and used on bonfire night. Work previously carried out and on

going attention had produced an improved display of bluebells and other

plants during the spring and summer. On going.

ITEM 6 CORRESPONDENCE.

A Stafford Borough Council, Polling District an Polling Place review 2014.

ITEM 7 FINANCE.

A AUDIT RETURN 2013/2014. Approved by Auditors and certificate supplied.

ITEM 8 PLANNING APPLICATIONS. There were no new applications to consider.

ITEM 9 PUBLIC PARTICIPATION/ANY OTHER BUSINESS. None.
