Minutes of meeting: 11 August 2014

ADBASTON PARISH COUNCIL

A MEETING OF THE PARISH COUNCIL WAS HELD ON MONDAY 11TH AUGUST AT 7.30PM IN THE JUBILEE ROOM, ADBASTON.

PRESENT: Cllr(s) A.Ward, B.Brown., P.Byrd.,P.Drewnicki.,N.Evans., J.Mansell.

(2 members of the public)

ITEM 1 CHAIRMAN'S WELCOME: The Vice-Chairman welcomed all those present and

opened the meeting.

ITEM 2 APOLOGIES: An apology received from the chairman Cllr P Nicholson.

ITEM 3 MINUTES OF THE MEETING HELD ON MONDAY JUNE 9TH 2014: These minutes

were accepted as a correct record and signed by the vice-chairman.

ITEM 4 MATTERS ARISING FROM THAT MEETING:

A PROPOSAL FOR THE LENGTH OF TERM FOR THE OFFICE OF CHAIR AND VICE-CHAIR.

It was unanimously agreed on a period of three years.

B CO-OPTED MEMBERS. The clerk produced evidence in the form of the signed Parish

Councillors Declaration Book of the validity of the co-opted members Cllr A Ward

And Cllr J Mansell.

ITEM 5 ON GOING ITEMS:

A HIGHWAY MATTERS.

Speed limit (Bishops Offley and Adbaston) No progress or new information

to date. Cllr Nicholson had been in contact with Borough Cllr M Smith. This

item remains on going,

Flashbrook issues. Cllr P Byrd reported that some work had been carried out

on the bridge and that he thought jetting had taken place. This item also

remains on going.

Neighbourhood Highways Team. The team continues to visit regularly.

Potholes remain on the list for attention and the vice-chairman invited

suggestions for items for inclusion on the list. Cleaning of Gulleys and a

problem in the vicinity of the Millennium Green and the cross roads was

put forward. On going.

B Defibrillator. Siting of this at The Garage had been refused. The owner of

The Old Shop property is making enquiries with her house insurer and

Querying steps needed to be taken on safety issues prior to considering

Using the property for this purpose. The British Heart Foundation have

been approached for funding. The Parish Council remains comitted to

the provision of these systems within the parish. An observation that BT

could approve the use of redundant telephone boxes for this purpose was . made. On goin g.

C Parish Plan. Cllr Ward stated that there are two types of plan which can be

devised. A neighbourhood plan and a Parish Plan. The chairman and vice-

Chairman have arranged to get together to consider this. An survey similar to

The one held previously was approved but to be online with a printed copy

on demand made available. On going.

D Neighbourhood Watch. Co-ordinator Mrs P Howat informed the council that

The current system of notification is under review. A forum is to be held and

Mrs Howat will attend and report back to the council. On going.

E Offley Marsh Project. Reported:- wood collecting to take place nearer to

November. Bramble cutting will be carried out in September. On going.

F Suggestion of future projects from council members. It was suggested that

this item be linked with the forthcoming survey. Cllr B Brown expressed

the wish that something could be done to 'put Adbaston on the map' – ideas

welcome. The council was reminded that a play area, maintained by the

Stafford Borough Council exists in Adbaston. On going

ITEM 6 CORRESPONDENCE.

A Stafford Borough Council. Battle of Britain Service.

B Stafford Borough Council. Individual Electoral Registration.

C Stafford Borough Council. Planning and Compulsory Purchase Act.

ITEM 7 FINANCE. No finance to consider.

ITEM 8 PLANNING APPLICATIONS.

14/20755/FUL AND 14/20756/FUL. (two phases) proposed grain store. Lea Farm House.

Tunstall Lane. Bishops Offley. No objections were raised on these beyond the lack of

mention on the applications of possible increased traffic.

ITEM 9 PUBLIC PARTICIPATION/ANY OTHER BUSINESS.

A Cllr B Brown reported having received a complaint from a resident about

a pothole in Shay Lane (in a neighbouring parish)

B Ms Juliet Cook agreed with expressed opinion that little interest in the

affairs of the village of Adbaston is evident from its residents.
