Minutes of meeting: 10 December 2012

ADBASTON PARISH COUNCIL

A MEETING OF THE PARISH COUNCIL WAS HELD ON MONDAY 10TH DECEMBER 2012 AT 7.30PM IN THE JUBILEE ROOM, ADBASTON.

PRESENT: Cllr(s) N.Evans., P.Nicholson., B.Brown., P.Drewnicki., A.Ward. (1 member of the public)

ITEM 1 CHAIRMAN'S WELCOME: The chairman welcomed all those present and opened the meeting.

ITEM 2 APOLOGIES: Apologies received from Cllr(s) P.Byrd, J.Mansell.

ITEM 3 MINUTES OF THE OCTOBER 8TH MEETING: Accepted as a correct record and signed by the chairman.

A FLOODING, DOLEY. Reported :- this was fixed but then filled up again. Reported once more and an investigation promised as this may be a structural issue. Weather needs to be right for working on this.

ITEM 5 ON GOING ITEMS:

A NEIGHBOURHOOD WATCH: Nothing to report.

B WINTER GRITTING: No rural areas locally gritted by the Highways Department,

but bins filled with grit provided.

C BISHOPS OFFLEY COMMON. Cllr A Ward reported that two good days work had

taken place in October providing material for a bonfire in November. The next phase which will include work around the pond and surrounding trees will take place in February. Cllr Ward agreed to walk around the area prior to the February 11th meeting.

D 30MPH SPEED LIMIT. On going.

E OFFLEY ROCK: The chairman reported a big rock fall having taken place, the vice-

Chairman was asked to contact the Highways Department and request an up to date report.

F OVERGROWN HEDGE, ADBASTON. On going.

ITEM 6 CORRESPONDENCE.

A A letter from J.L. Cook, St Michaels Close thanking the council for its efforts in getting improvements to

the parking area at St Michaels Close.

B A letter from a young man, Kristian L. Simpson-Davies outlining a project in Kenya which he has been

selected to take part in and asking for any donation towards the sum he has to provide towards this. It was agreed to donate £25.00

c Stafford Borough Council, Civic Amenity visits 2013/2014

d Staffordshire County Council, details of Community Focus for Ice Busters.

ITEM 7 FINANCE:

A The following concurrent function payments authorised.

Adbaston Jubilee Club £200.00

Parish Newsletter. 75.00

Parish Churchyard maintenance grant 160.00

B the following precept payments authorised.

Balance of Parish Churchyard maintenance grant £340.00

Clerk annual payment 500.00

Binder for use as minute book 23.99 Donation for Kenya Project request 25.00 888.99

C PRECEPT/CONCURRENT FUNCTION ALLOWANCE 2013/2014

Details not yet received from Stafford Borough Council but it was agreed that:-

A) The full concurrent allowance be requested

B) A reasonable level of balance to be maintained when setting the precept for the coming financial year.

ITEM 8 PUBLIC PARTICIPATION/ANY OTHER BUSINESS.

The following items raised:

A Sinking of part of the highway in the vicinity of the new dwellings on Main Road,

Adbaston - thought to be caused by work on the water mains.

B A hole has appeared on the highway opposite the Garage/ Brown Jug in Bishops

Offley.

ITEM 9 PLANNING APPLICATION

12/17867/EXTF. LAND REAR OF OUTLANDS COTAGE, OUTLANDS LANE, OFFLEY BROOK (described as extension of time for permission of 09/12176/FUL CONVERSION OF DOMESTIC OUTBUILDING TO FORM A RESIDENTIAL UNIT, INSTALLATION OF SEWAGE TREATMENT PLANT. The Parish Council did not raise any objection to this application.
