Minutes of meeting - 30 April 2012

ADBASTON PARISH COUNCIL

THE ANNUAL GENERAL MEETING OF THE PARISH COUNCIL TOOK PLACE IN THE JUBILEE ROOM ADBASTON ON MONDAY 30TH APRIL 2012

PRESENT: Cllr(s) N.Evans., P.Nicholson., B.Brown., P.Byrd., P.Drewnicki., J.Mansell.,

A.Ward., County Cllr H Butter and 4 members of the public.

ITEM 1 CHAIRMAN'S WELCOME: The chairman welcomed all those present, particularly

Cllr Butter and opened the meeting.

ITEM 2 APOLOGIES: All members present, no apologies received.

ITEM 3 ELECTION OF CHAIRMAN FOR 2012/2013.

Cllr N Evans was nominated by Cllr P Nicholson, seconded by Cllr A.Ward, all members were in favour, there were no further nominations and Cllr Evans, having declared his willingness to accept the office, was duly elected chairman for the coming year.

ITEM 4 ELECTION OF VICE-CHAIRMAN 2012/2013

Cllr P Nicholson was nominated by Cllr N Evans, seconded by Cllr B.Brown, all members were in favour, there were no further nominations and Cllr Nicholson, having declared his willingness to accept the office, was duly elected vice-chairman for the coming year.

ITEM 5 MINUTES OF THE FEBRUARY 13TH MEETING.

These were confirmed as a correct record and signed by the chairman.

ITEM 6 MATTERS ARISING:

A NEIGHBOURHOOD WATCH COMMITTEE:

This is working well and received favourable responses in the recent questionnaire.

On going.

B WINTER GRITTING:

It was reported that a certain temperature was needed to trigger action. Cllr P Byrd had spoken to a Mr D Williams of Chetwynd Parish Council who asked if that council could also put pressure on the authorities to treat certain areas, including 'bus routes. It was further reported that the temperature reached to trigger action on car parks is 2 degrees. Cllr P Nicholson also agreed to speak with Staffordshire County Council liason officer Mr S Latham. On going.

C BISHOPS OFFLEY COMMON.

Cllr A Ward reported:- it was planned to form a working party leading to Bonfire Night. This item to be put on the agenda for the August meeting.

D PARKING, ST MICHAELS CLOSE. ADBASTON.

Cllr P Nicholson explained the situation for the benefit of Cllr Butter whom it was thought may be able to provide some finance towards re-ordering this layby to make parking easier and fairer for residents. Unfortunately Cllr Butter reported that his allocation was only £10,000 to cover the whole of his 'patch', but would take up this matter with the Highways department, SARH could also be approached.

E PARISH PLAN, QUESTIONNAIRE.

The chairman provided an analysis of the returns (this had also been put on the website) and stated that consideration to priorities/common issues should be discussed at the next meeting in June. It was agreed that this had been a useful exercise which would help both the parish council – and other bodies – prioritise there future plans. On going. A draw was made to find the winner of the 'bottle of champagne' this was drawn by Cllr Butter and the winner was Mr D Alcock, Wood Cottage, Doley – the chairman will present Mr Alcock with his prize. Thanks were expressed to the chairman for all his work on this project.

F 30MPH SPEED LIMIT.

Reported: this is going through the system which can take some time but hopefully will be successful. On going.

ITEM 7 CORRESPONDENCE

ITEM 8 FINANCE:-

A ACCOUNTS YEAR ENDING 31ST MARCH 2012: Accepted as a correct record and signed by the chairman and clerk.

B AUDIT 2011/2012 completed and accepted as a correct record, signed by the Chairman and clerk for return to the auditors by 24th May.

C ANNUAL GOVERNANCE STATEMENT 2011/2012 completed and signed by the Chairman and clerk.

ITEM 9 PLANNING APPLICATIONS:

12/17006/FUL Extension on agricultural building to house dairy cows. Lower Wood Corner Farm, Doley Road, Adbaston.

ITEM 9 PUBLIC PARTICIPATION/ANY OTHER BUSINESS: The following items raised.

A Tyre slashing had taken place in the parish recently.

B Councillor Nicholson reported: the NHT had done a good job on its last visit, clearing gutters etc

C Offley Rock reported as being badly in need of attention
