ADBASTON PARISH COUNCIL

A MEETING OF THE PARISH COUNCIL WAS HELD ON MONDAY 10TH OCTOBER 2011 AT 7.30PM IN THE JUBILEE ROOM, ADBASTON.

PRESENT:                  Cllrs N.Evans., P.Nicholson., B.Brown., P.Byrd., P.Drewnicki., G.Mansell., A.Ward.

ITEM 1                  CHAIRMAN’S WELCOME: The chairman welcomed all those present and opened

                                    The meeting.

ITEM 2                  APOLOGIES: None

ITEM 3                  MINUTES OF THE JULY 11TH MEETING: These were agreed as a correct record and

                                    Signed by the chairman.

ITEM 4                  MATTERS ARISING:

A                                    NEIGHBOURHOOD WATCH : There was a good attendance and Mr ‘Ash’ Connor gave a clear and concise outline of the workings of the Neighbourhood Watch initiative. Interest parties were asked to provide names and addresses in order that an inaugural meeting could be arranged. Thanks were expressed to Mr Connor for his attendance and help. On going

 

B                                    WINTER GRITTING: No response had been received from Premier Foods, the chairman agreed to write once more. Cllr P Nicholson has been in contact with Staffordshire County Councils Mr Shane Latham on this and various matters.   On going

 

C                                    BISHOPS OFFLEY COMMON. Following the registration a sub committee has been formed. Work has been carried out on clearing trees – pollarding. A plan of on going maintenance to be documented. The holding of a stake holders meeting was suggested. On going

 

D                                    ‘BUS SHELTER. After consideration it was unfortunately concluded that the provision of a shelter was neither financially viable nor practical due to lack of land for siting being available. It was agreed to discharge this item. Discharge

 

E                                    DRAINS, BISHOPS OFFLEY – UPPER END. Job number provided by Staffs County Council. On going.

 

F                                    LITTER BIN ‘ FOR DOG WASTE’ This has been provided. Discharge

 

G                                    PARISH MAP. On going.

 

ITEM 5                                    CORRESPONDENCE:

 

A                                    SCC/SOT COUNCILS, JOINT WASTE CORE STRATEGY 2010-2026 SUBMISSION DRAFT

B                                    CPRE-BOOKLET, HOW TO RESPOND TO PLANNING APPLICATIONS

C                                    STAFFORD BOROUGH COUNCIL, LOCAL DEVELOPMENT FRAMEWORK – NO ACTION TO BE TAKEN

D                                    AUDIT COMMISSION – CERTIFICATE OF COMPLETION OF AUDIT

E                                    NETWORK RAIL ; proposed Stafford area improvements, Norton Bridge product

F                                    PARKING MARSH MEADOW. Action is needed to provide efficient parking fronting properties. A suggestion that the kerb on the layby be dropped to be investigated. Cllr Nicholson had spoken with Mr Shane Latham, Staffordshire County Council, who agreed in principle but gave the impression that this might have to be financed by the parish council. On going.

 

ITEM 6                                    FINANCE:

 

A                                    AUDIT COMMISSION, AUDIT FEE £60.00 – PAID BY THE CLERK BETWEEN MEETINGS.

                                    RE-IMBURSEMENT AUTHORISED.

 

ITEM 7                                    PUBLIC PARTICIPATION/ANY OTHER BUSINESS

 

A                                    PARISH PLAN: A CONSULTATION TO BE CARRIED OUT. A draft to be produced and circulated to Councillors for editing.

 

B                                    NOTICE BOARDS – It was agreed that future notices be laminated, rather than in plastic sleeves as currently.

 

C                                    SPEED LIMIT. A 30mph speed limit is urgently needed. Cllr A Ward agreed to speak with the Highways Department.

 

D                                    HIGHWAY MATTERS, the surface of the spare ground at the T junction – Knighton road in need of Attention.

 

E                                    Marsh Meadow, problem with drains in the gutter.

 

ITEM 8                                    PLANNING APPLICATIONS: These are now being circulated by email and response forwarded by the chairman.
